I'm a musician who likes to record music and put it online. I'm also a programmer who hates all the other music hosting services. They're all crap. They're over designed, covered in ads, include arbitrary limitations on your sound quality, and are just generally hard to use.
Since I hated them all I started my own.
With SongBe.At I'm trying to help musicians like me get their music, practice sessions, gigs, anything online for people to hear. That's it.

That's all there is to it. No registrations, no limits on the quality of your recordings, no advertising, just your music and whatever you want to say about it.

If running this service becomes a major cost I'll ask for donations, but that's about it. Right now it costs me $2 USD a month to host this site, and better hosting is only $99 a month.

No, you will if you post other people's music. I don't police the music on SongBe.At unless I'm given an official DMCA takedown notice. I'd like to, but I can't because if I do then I'll get sued. If I don't police the music then my site falls under the safe harbor laws. If I'm asked to legally take music down then I'll do it, but otherwise you are the owner of the music you publish here.
If you don't really own the music then I hope the labels hunt you down and beat your ass because you're stupid.
Never. You can put the weirdest noise you want up here. As long as it's your noise I will never take it down and even then I won't unless I'm legally required to do so.
